In March 2000, the Chinese National Standard GB 18030-2000 Information Technology was published. This compulsory standard requires software to support extended Chinese characters, ideograms and fonts. China's Ministry of Information Industries authorized only the China Electronics Standardization Institute (CESI) to be responsible for testing and enforcing this standard. CESI issues a GB 18030 certification to both foreign and domestic software products that pass CESI tests.
The standard includes characters for Chinese, plus support for Tibetan, Yi, Mongolian and other languages used in China. The standard is similar to, but not directly compatible with, Unicode. In order to sell software - or products that include software - in China, the GB 18030-2000 standard must be met. Unicode support alone is not enough.
